A procurement manager in Chicago is comparing three scheduling platforms. A marketing director in Austin is looking for a sustainable packaging supplier. More and more, searches like these start with a question typed into ChatGPT: in a February 2026 survey, Pew Research Center found that 44% of U.S. adults use ChatGPT, including 55% of those ages 30 to 49.

Since May 5, 2026, any U.S. business can buy ChatGPT Ads through OpenAI’s self-serve Ads Manager, still labeled beta. Your offer can appear right below the answer, at the exact moment a prospect spells out what they need.

This guide covers how the platform actually works, the technical details we have verified, and a step-by-step method for launching a profitable ChatGPT Ads campaign. It also covers what matters specifically for U.S. advertisers: location and audience targeting, budgets, eligible industries, and state privacy laws.

What Is ChatGPT Ads?

ChatGPT Ads is OpenAI’s advertising platform. It shows an ad below a ChatGPT answer when an offer matches the context of the conversation. The ad is labeled “Sponsored” and kept visually separate from the answer.

OpenAI set out its ground rules in its advertising principles, published January 16, 2026. Ads do not influence ChatGPT’s answers, conversations stay private from advertisers, and user data is not sold to them. Users can hide an ad, see why they are seeing it, turn off ad personalization, and clear the data used for ads.

Ads are shown only to adults on the Free and Go plans. Plus, Pro, Business, and Enterprise subscribers do not see them. Accounts belonging to minors, whether declared or predicted, are excluded.

Launch Timeline

  • January 16, 2026: OpenAI announces ad tests in the U.S. and publishes its principles.
  • February 9, 2026: The U.S. pilot begins, sold on a CPM basis, with a $50,000 minimum spend reported by trade press.
  • May 5, 2026: OpenAI opens its self-serve Ads Manager in beta to U.S. advertisers of all sizes, adds CPC bidding, and drops the $50,000 minimum, according to Digiday.
  • August 2026: OpenAI starts accepting select U.S. financial services and healthcare advertisers on a case-by-case basis, and ads launch in Europe on August 24.
  • September 2026: HubSpot and Shopify integrations arrive, and OpenAI updates its ad policies (version 1.6, September 10).
  • October 21, 2026: 26 more countries are added, for a total of 89 markets, and OpenAI says more than 100,000 advertisers have run campaigns.
  • October 29–30, 2026: “Creative enhancements,” which let OpenAI rewrite and adapt ads automatically, are switched on by default for self-serve campaigns.

Two details matter. First, the legal entity that advertises and pays must be based in a country where Ads Manager is available, and new self-serve accounts may initially be limited to targeting their home country. Second, the U.S. is a more complete market than Europe: personalized ads and custom audiences are available here, while in the European Economic Area and Switzerland ad selection still relies on the current conversation only.

Why B2B Companies Should Pay Attention Now

The first reason is reach. On February 27, 2026, OpenAI reported more than 900 million weekly ChatGPT users. On July 31, 2026, the company said it had more than one billion active users across all its products.

Intent, Spelled Out in Full

On Google, a buyer types three or four words. In ChatGPT, they describe their situation: team size, constraints, budget, current tools. Your ad shows up against a fully stated need, often while the buyer is comparing options.

The G2 “Answer Economy” study, published April 15, 2026, found that 51% of B2B software buyers now start their research with an AI chatbot more often than with Google, up from 29% a year earlier. And 69% chose a different vendor than they had planned after an AI recommendation.

These figures focus on software and do not break out regions. But a Responsive study from October 2025 found much higher use in the U.S. (48%) than elsewhere (14%) when buyers look for new vendors. For a U.S. company, the takeaway is practical: adoption is strongest in your market, but you should still measure your own buyers before investing heavily.

Long Sales Cycles, Still-Young Competition

A B2B purchase involves several decision-makers over weeks or months. Showing up during the research phase puts your brand on the shortlist before the RFP goes out. Remarketing on Google or Microsoft then takes over with visitors who came from ChatGPT.

U.S. self-serve buying has existed only since May 2026, and by October 21 OpenAI said more than 100,000 advertisers had already run campaigns worldwide. Advertisers who test now build up data, approved ads, and learnings before auctions get more competitive. That window will not stay open for long.

ChatGPT Ads Features and Technical Specs

Context Hints: The Core of Targeting

There are no keywords and no demographic targeting by age, gender, or job title. Instead, you describe the topics your ad is relevant to. OpenAI notes that these context hints are not exact-match keywords and do not guarantee delivery. Your title, copy, and landing page also factor into ad selection.

What Advertisers Cannot See

Reports show no conversations, no queries, and no triggering topics. You manage performance on outcomes: clicks, conversions, and cost. Solid conversion tracking becomes essential, because it makes up for the lack of a search terms report.

On the industry side, the U.S. is the most open market. Approved U.S. advertisers in financial services, healthcare, and legal services can run specific offers, with conditions: legal advertisers must be licensed where the ad appears, and products such as credit repair, debt relief, and payday loans are not allowed. Check your eligibility before you invest.

Watch the Creative Enhancements Setting

Since late October 2026, OpenAI turns on “creative enhancements” by default for self-serve campaigns. The system can then rewrite headlines and descriptions, resize images, and adjust ads without approving each version with you. If your brand, legal, or compliance team needs to sign off on every word, turn the setting off at the account or campaign level in Ads Manager, as PPC Land reported.

ChatGPT Ads vs. Google Ads vs. Microsoft Ads

ChatGPT Ads does not replace your existing campaigns. Each channel reaches buyers at a different moment in the journey.

Keep Google Ads as your foundation for existing demand. A well-structured Google Ads campaign remains the most predictable channel for high-intent searches. Microsoft Advertising campaigns are a strong B2B complement, with LinkedIn profile targeting and ads inside Copilot.

ChatGPT Ads comes in earlier, while the prospect is still working out the right approach. The market is moving fast: Perplexity dropped advertising in February 2026, and Google has been showing ads in AI Overviews and AI Mode in the U.S. since announcing them in May 2025. Test the new channel without pulling budget from the ones that already pay off.

For a U.S. B2B company, the practical move is to align all three channels on the same intent groups and the same conversion definitions. That way, a demo request that came from ChatGPT can be compared directly with one from Google. If your sales team covers specific regions, mirror that geographic structure in each platform.

How to Build a High-Performing ChatGPT Ads Campaign

Here is the method we use. It starts from your business goals, not from the tool.

  1. Set one measurable goal. Demo requests, quote requests, webinar sign-ups, or sales: one goal per campaign, with a target cost per lead.
  2. Install tracking before the first impression. Set up the OpenAI pixel or Conversions API, UTM parameters, and conversions in GA4. Have your privacy setup reviewed too: under state laws such as California’s CCPA/CPRA, an ad pixel can require disclosure in your privacy policy and an opt-out from targeted advertising.
  3. Map your buyers’ questions. List what prospects ask before they buy, then group those questions: one ad group per intent, each with its own context hints.
  4. Write for a conversation. Your title gets 50 characters and your description 100. The ad should extend the answer, not interrupt it: a concrete benefit, a proof point, a logical next step.
  5. Build a dedicated landing page. OpenAI requires consistency between the ad and the page. Prospects should find the detailed answer there, along with a short form.
  6. Calibrate budget and bids. The minimum is $25 a day. For a first B2B test, plan a budget that buys enough clicks to judge each ad group. OpenAI suggests starting CPC bids between $3 and $5.
  7. Test, then reallocate. Compare ad groups, angles, and visuals over several weeks. Cut what does not convert and double down on what does.

A Concrete Example

Picture an HR software company based in Denver. It creates two ad groups: the first targets questions about PTO tracking for small businesses, the second targets questions about multi-state payroll compliance, each with its own landing page. It uploads its current customer list as an exclusion audience so it does not pay to reach existing clients. After a month, it compares the cost per demo request for each ad group and reallocates the budget.

Mistakes to Avoid

  • Copying your Google Ads copy. Text written for a list of links sounds off below a conversational answer.
  • Treating context hints like exact-match keywords. They guide ad selection; they do not lock it in.
  • Launching without conversion tracking. With no visible queries, you would be flying blind.
  • Leaving creative enhancements on without review. If every claim needs approval, turn the setting off before launch.
  • Building custom audiences from lists that are too small. Inclusion audiences need at least 25,000 matched users; smaller lists work best as exclusions.
  • Sending traffic to your home page. A dedicated page that matches the ad converts better and complies with OpenAI’s rules.
  • Judging results too early. A beta platform and a long B2B sales cycle call for a review over several weeks.
  • Forgetting about AI search optimization. Being cited in the answer and being visible below it are two separate channels, and they work best together.

ChatGPT Ads in the U.S.: Market, Targeting, and Compliance

The U.S. was ChatGPT Ads’ first market, and it remains the most complete one. U.S. advertisers get features that are not yet available everywhere: personalized ads, targeting below the country level, custom audiences, and access to some regulated industries. The flip side is that competition is building fastest here.

Targeting by Region and by Account

Where OpenAI makes them available, you can target states, cities, and ZIP codes, and exclude areas you do not serve. For account-based programs, custom audiences let you upload hashed emails or phone numbers from your CRM to include, exclude, or bid up known contacts. Note that audience bid multipliers work only with fixed bids.

State Privacy Laws and Your Tracking Setup

The U.S. has no single federal privacy law, but a growing number of states have their own, including California’s CCPA/CPRA. The OpenAI pixel is an advertising tracker: depending on the states where your visitors live, it can require a mention in your privacy policy, a way to opt out of targeted advertising, and respect for browser signals such as Global Privacy Control. This is not legal advice; have your setup reviewed by counsel. On the user side, people can turn off ad personalization in ChatGPT, which brings ad selection back to the context of the conversation.

How Référenceur Can Help

Référenceur is a PPC agency and a Google Partner and Microsoft Advertising partner, rated 4.7/5 across 107 Google reviews. ChatGPT Ads FAQ for U.S. Businesses

Is ChatGPT Ads available in the United States?

Yes. The U.S. was the first market, with a pilot that started in February 2026. The self-serve Ads Manager has been open to U.S. businesses of all sizes since May 5, 2026, still in beta. Features change often, so we check the current status before every launch.

Can I target specific states or cities?

Yes, where OpenAI makes it available: standard campaigns can target states, cities, and ZIP codes, and exclude areas. Product feed campaigns are limited to country-level targeting.

How much budget do I need for a first test?

The technical minimum is $25 a day for a USD account. The right budget depends on the cost per click you observe and the number of conversions you need to make a decision. We set it after the assessment, with a clear cap and a dated decision point.

Is my industry eligible?

Most B2B industries are: software, manufacturing, training, consulting, logistics. Financial services, healthcare, and legal services are open to approved U.S. advertisers case by case. Alcohol, tobacco, gambling, adult content, and political ads are prohibited.

Can I use my CRM data for targeting?

Yes. In the U.S., custom audiences let you upload hashed emails or phone numbers. You need at least 25,000 matched users to include or bid up an audience, but exclusion lists have no minimum, which is handy for leaving current customers out.

Does ChatGPT Ads replace Google Ads?

No. Google Ads captures demand that people already express through keywords. ChatGPT Ads reaches them while they are still thinking it through. The two work together, with remarketing to follow up with visitors who came from ChatGPT.

How do I measure results?

Use the OpenAI pixel or Conversions API, UTM parameters, and your GA4 conversions. You will not see the conversations themselves. Performance management therefore hinges on cost per qualified lead, reviewed every month.
